The RDA model was started more than 50 years ago and evolved over time
The first established agencies were in Atlantic Canada and Western Canada (B.C., Alberta, Saskatchewan, Manitoba) in the late 1980s, followed by Quebec in 2005, and more recently in southern Ontario and the North in 2009
Budget 2021 proposed that Western Economic Diversification be split into two standalone RDAs – the Pacific Economic Development Agency of Canada and the Prairies Economic Development Canada, which was announced on August 5, 2021
Budget 2021 also proposed making the Federal Economic Development Initiative for Northern Ontario (previously a branch within ISED), a standalone Agency – the Federal Economic Development Agency for Northern Ontario, which was announced on August 10, 2021
Since 2015, all RDAs have been within the Innovation, Science and Economic Development Canada (ISED) portfolio
Mission
Promote the long-term economic development of the regions of Canada, by supporting the enabling conditions for generating economic activity and the growth of SMEs

Promote equality of opportunity across Canada by optimizing the ability of the regions to prosper in the new economy

The Agency swiftly responded to the COVID-19 Pandemic:
The RDAs mobilized quickly to deliver the $2B Regional Relief and Recovery Fund (RRRF) – a vital tool for businesses and a key backstop to other federal relief measures
- FedDev Ontario was allocated more than $536.4 million to provide support to businesses in southern Ontario since May 2020 – more than twice the Agency’s typical annual funding level
- The Agency’s RRRF funding directly helped SMEs in southern Ontario weather the worst of the pandemic
- Funding was also provided to NFP organizations (e.g., Tourism Industry Association of Ontario, Digital Main Street) to support additional SMEs and other organizations through the pandemic
- In addition, the region’s Community Futures Development Corporations provided RRRF-supported loans to support rural SMEs throughout southern Ontario
Pivotal Project – Digital Main Street
$50-million investment through the Regional Relief and Recovery Fund, to support key partners across Ontario use their expertise to help main street businesses and SMEs transform their operations so that they can compete now and prosper in the post-COVID-19 economy.
Over 90% of the Agency’s client firms in the repayment period of their loans took advantage of the flexibility offered, representing $39.9 million in cash flow relief
FedDev Ontario also:
- Provided support and new flexibilities to existing client businesses, such as repayment deferrals totalling, advance project payments and support for PPE, to help support their operations through the worst of the pandemic;
- Approved projects that directly support the production of PPE to help local manufacturers quickly pivot and retool their production lines to respond to Canada's needs during this health crisis; and
- Is delivering the Regional Air Transportation Initiative ($24.2M for southern Ontario) to help businesses and organizations in regional air transportation ecosystems remain operational through the pandemic and continue to support economic growth

Informs businesses about federal and provincial programs and services that help entrepreneurs start and grow their businesses – in 2019-20, SBS responded to 15,612 inquiries, and in 2020-21responded to approximately 20,000 inquiries, an increase of about 28%, largely attributable to pandemic-related inquiries.

Regional Relief and Recovery Fund
FedDev Ontario allocated more than $530 million to help over 40,000 SMEs and organizations, and maintain an estimated 70,000+ jobs:
- $305 million to directly help almost 1,300 SMEs maintaining over 25,000 jobs
- 61% of approved projects (almost 800) being led by a member of an underrepresented group
- Almost $117 million to help 34 not-for-profit organizations support more than 39,000 SMEs and organizations maintaining more than 40,000 jobs
- Through CFDCs, funding an additional 2,000 rural SMEs maintaining over 6,000 jobs in smaller communities
- over 45% of SMEs assisted led by women, 15% of SMEs led by youth, and 7.5% of SMEs led by a member of a visible minority group
Regional Air Transportation Initiative
FedDev Ontario also approved 10 RATI projects, investing $19.8 million
- Helping maintain, restore or create up to 12 regional air routes
- Supporting restoration of passenger volumes to reach a minimum of 22,250
… and near-term support for diversity and inclusion through targeted initiatives and across all programming
- All new recovery programs emphasize inclusive growth and provide special considerations for Indigenous applicants (e.g., Indigenous set-aside under Tourism Relief Fund)
- Projects that support inclusive growth may be prioritized through all programs, and applicants are encouraged applicants to voluntarily self-declare as underrepresented groups (including women, Indigenous peoples, members of Official Language Minority Communities, persons with disabilities, Black communities and other racialized communities, LGBTQ2 and others) to improve data quality
- Eligible recipients are required to sign contribution agreements that incorporate diversity, equity and inclusion considerations
- Collaborates with experts (e.g., Ryerson University’s Diversity Institute, the Federal Anti-Racism Secretariat, etc.) to seek feedback and recommendations on how best to incorporate diversity, equity and inclusion across the Agency’s activities
The Women Entrepreneurship Strategy commits to advancing gender equality and women's economic empowerment and to supporting women entrepreneurs. As part of this Strategy, the Ecosystem Fund helps to address gaps and build capacity in the entrepreneurship ecosystem for women
- FedDev Ontario is delivering about $34 million through the Women Entrepreneurship Strategy Ecosystem Fund (over 5 years, ending March 31, 2023) – including the additional $4.7 million through the top-up to support women entrepreneurs to navigate the COVID-19 crisis
PROJECT EXAMPLE: $1.45M to the National Aboriginal Capital Corp. Association to develop capacity, tools and supports for Indigenous women to undertake entrepreneurship as well as develop a proof of concept for an Indigenous women's microfinance fund
The Black Entrepreneurship Program is a partnership between the Government of Canada, Black-led business organizations and financial institutions to help Black Canadian business owners and entrepreneurs growth their businesses and succeed. As part of this broader initiative, the Ecosystem Fund supports not-for-profit Black-led business organizations across the country in their capacity to provide support, mentorship, financial planning, and business training for Black entrepreneurs
- FedDev Ontario is delivering $45 million of the Black Entrepreneurship Strategy Ecosystem Fund (over 4 years, ending March 31, 2025) – including $19 million in additional funds, provided in B2021, to increase support for black entrepreneurs and business owners
PROJECT EXAMPLE: $5M to the Black Business and Professional Association to nationally expand its Business Advisory Implementation Development Services (BAIDS) – will assist 325 SMEs and create 327 jobs
